Herzegovina's roads follow the Neretva River valley through limestone karst terrain, and most driving is on two-lane roads rather than motorways. The A1 motorway has tolled sections with per-kilometer charges paid at toll plazas by cash or card, but coverage is limited compared to neighboring Croatia. The main M17 route from Mostar toward Sarajevo is slow through gorge sections, with frequent trucks and few overtaking opportunities. Road surfaces on main routes are fair; secondary roads can be rough after winter. The main entry points from Croatia are the Metkovic border crossing near the Neretva delta and the coastal crossing at Neum. From Montenegro, the crossing near Trebinje is the standard option. Drivers should confirm their insurance covers Bosnia and Herzegovina before arrival, as a Green Card may be required. Toll fees change over time, so check current rates before travel.

Speed limits are 50 km/h in urban areas, 80 km/h on rural roads, and 130 km/h on motorways. Headlights must be on at all times. Winter tires or chains are mandatory from November 15 to April 15. The blood alcohol limit is 0.03%, which is effectively zero tolerance. The minimum driving age is 18. Police checkpoints are common and officers routinely check documents and insurance. The emergency number is 112. One detail that catches many foreign drivers off guard: the Neretva, visible from the road for much of the drive through the valley, runs an intense turquoise green that looks artificial but is entirely natural.
