Bell is a small industrial city in LA County, surrounded by Huntington Park and Commerce. Take I-710 north-south or SR-42 (Firestone Boulevard) east-west to get there. It's about 15 miles southeast of downtown LA and the same distance from LAX. The city made headlines in 2010 for a major corruption scandal involving extraordinarily high municipal salaries.
